Personally, I'd verify the NHRP cache entries on the spoke first (option C). It shows that the spoke received the information it needs.

Sure, but if the spokes haven't sent a resolution request (option B), won't that prevent the tunnel from being established?

This question seems tricky. I'm not sure, but I think verifying C, that NHRP cache entries exist on the spoke, might be a good starting point.
