D is the way to go. The C2S client uses a browser-based SSL VPN, which means it can't be debugged like a traditional VPN. No point in even trying.

But the C2S VPN can not be debugged as it uses different protocols for the key exchange, so there is a difference.

I think the correct answer is B. The C2S VPN uses a different VPN daemon, so there's a second VPN debug process. Simple enough.
