B makes the most sense to me. All the remaining stages on the page should be processed, and the focus should move to the next stage on the Main Page. That's how 'Step' functions typically work.

D seems like the most logical choice here. The 'Step' function should open the Work Queues > Add to Queue Action in a new window and move the focus to its Start stage.
