E is pretty bad too. Counting user-reported problems as a measure of test quality? That's just setting testers up for failure.

I'm gonna go with D. Being assessed solely on the number of bugs found seems like it would just lead to a 'find all the bugs at any cost' mentality, rather than focusing on quality.

I think option C is the most demotivating factor. Manually running the same regression tests over and over is just mind-numbing.
