C) Create a role for business users and add that role to the events in the notification scheme. That's the way to go, no doubt. Although, I do hope the project owner has a good handle on role management, or else it could get a bit... messy. *chuckles*

Hmm, I'd go with B) Modify the events in the workflow so they send the emails to the business users. That way, the project owner still has control, and the business users get the info they need. Plus, it's always fun to tinker with the workflow, right? *wink wink*

D) Add the business users as Watchers on the issues. That way, they'll get the emails without having to change the developer/tester notification scheme. Seems like the easiest solution to me.
