I'm not sure about that. Maybe creating a role for business users and adding that role to the events in the notification scheme could work better.

D) Add the business users as Watchers on the issues. That way, they'll get the emails without having to change the developer/tester notification scheme. Seems like the easiest solution to me.

C) Create a role for business users and add that role to the events in the notification scheme. That's the obvious choice here. The project owner wants to retain control, and using a dedicated role is the way to do it.
