Hmm, I'm not sure. Option A with a group might work, but C seems cleaner. Gotta love all these hoops we have to jump through just to get some emails out.

I'd have to go with B. Modifying the workflow to send the emails directly to the business users seems like the simplest solution that meets their needs.

Option C seems like the way to go here. Creating a specific role for the business users and adding that to the notification scheme would give the project owner the control he wants.

I think we should place the business users in a group and add that group to the events in the notification scheme.
