Definitely D. The Senior Responsible Owner needs to make sure the programme delivers on its promises, not just worry about the accounting. That's what bean counters are for!
C is a good option, but it's not the most appropriate. The business case should document the financial impact, but the Senior Responsible Owner's primary role is to provide overall assurance.
B seems like a strange suggestion. Downsizing 11 to 18-year-old education to offset a new campus? That's just cutting off your nose to spite your face!
I think option D is the most appropriate action. The Senior Responsible Owner should ensure that the programme has delivered the expected benefits, not just champion it when it gets into difficulties.
