I agree with A, the instance needs to be in the stopped state to modify the specifications. Also, D is a valid answer since you can't modify a disaster recovery instance.

B and C seem like the obvious answers here. You can't modify an instance that's running, and you also can't modify one that's busy with a backup task.

I believe the instance having a backup task being executed could also cause the operation to fail.
