I don't think so. The problem seems more related to the sync process after deletion.

But what about the 'app-designer-users' group? Could it be that the user is not assigned to that group?

I agree with Val. The sync after deletion might have made the user inactive.

I think the user is inactive and needs to be activated in IDM.
