D sounds like the right answer to me. The user account needs to enable App Designer in their profile. Why would they need to be added to a capability group or a tenant? That seems like overkill.

I'm pretty sure the correct answer is B. The user account needs to be added to the capability group with the Access App Designer capability. That's the only way to give them access to the App Designer feature.
