B can't be correct, right? A user that was once deleted should be able to be added back, even if there are extra steps involved.

D sounds right to me. The user needs to be fully deleted and re-added manually to the activiti-app, not just synced back from LDAP.

I'm pretty sure the answer is C. The user needs to be assigned to the 'app-designer-users' group to be able to log in to the activiti-app.
