That's a good point. But I still think it's C. Horizontal division of markets. Scandent is essentially dividing the market for healthcare services among competitors.
I think it could also be D. Tying arrangement. Scandent is requiring Empire to contract with them for basic medical services as a condition of providing behavioral healthcare services.
Hmm, I'm not so sure. Couldn't this also be considered a horizontal group boycott? Scandent is excluding other medical providers from serving Empire employees.
