I see your points, but I think option C is the way to go. Creating a Pending Approvals report on the Reports page with the Project Owner ID field and grouping by project name will provide a clear view of tasks and issues pending approval.

I disagree, I believe option B is more efficient. By creating separate task and issue reports on the Reports page and adding them to a dashboard, the project manager can easily see all pending approvals.
